Sociopaths are escaping from Arkham, Batman is a wanted man, and the candidates for the vacated Disctrict Attorney position are too busy mudslinging to get any real planning done. Harvey Dent, Gotham's White Knight, is dead, and with him, the hopes of those who believed he could defeat organized crime in Gotham once and for all. As if Dent's death weren't a great enough blow to the cause of law-abiding citizens, his promising protegι Rachel Dawes is dead as well. The Joker is loose, and while he hasn't been heard from in the last few weeks, city officials believe that it's only a matter of time before he shows his face again. After the mass escape from Arkham, police are only just now coming close to recapturing most of the sociopaths, serial killers, and other violent criminals - and somehow, they seem to be escaping again almost faster than the police can put them away. Does the Joker have anything to do with this?
In the midst of all this, Batman, the one man who so many people thought might stand in Harvey Dent's place as Gotham's savior, finds himself accused of breaking the laws he has tried so hard to enforce. Having taken the fall for the murders committed by the fallen Harvey Dent/Two-Face, Batman can scarcely venture outside without some aspiring bounty hunter spotting him. There are plenty of people who'd love to claim the $100,000 reward Gotham police have offered for information leading to Batman's capture.
On the outskirts of Gotham, the reconstruction of Wayne Manor is nearly finished - complete with a much-improved secret underground facility courtesy of the creative genius of Lucius Fox. Bruce Wayne himself is still staying at his penthouse, but is expected to return to his childhood home as soon as the building is done. Meanwhile, Wayne still fights crime (and runs from the police) by night; by day, he donates money to the Gotham PD and encourages citizens to fight the good fight themselves. Harvey Dent may be dead, but that doesn't mean his dream of a brighter Gotham has to die with him, Wayne insists.
The candidates for the vacated District Attorney position could hold some promise if they were to work together, but it's hard to tell where they stand through all the mudslinging. Clara Summers is a smooth-talking lawyer, known for her hardball tactics in domestic violence cases. Thomas Grayson, her primary opponent, is an inexperienced idealist who has worked primarily in international law up to this point, but his ambitious statements regarding his intentions as District Attorney have caught the attention of many voters.
Newly-appointed Commissioner Gordon has his hands full trying to make it look as if he's trying just as hard as he can to find Batman, but he's fully aware that the Joker, having stayed silent just long enough to slip out of mind, poses far more of a threat to peace in Gotham than Batman ever will. Being the only one who knows the truth takes its toll on a man, and things are strained at home for Gordon, as well, considering all the hell the family's been through in the past few months.
And what of ordinary citizens of Gotham? Where is the dawn that Harvey Dent promised them? Things aren't as bad as they have been in the past; crime is still lower than it ever was before Batman started haunting the night, but in spite of attempts by Bruce Wayne, Commissioner Gordon, and the mayor to bolster people's hopes, many are starting to fear that without a leader to take charge, things may slip back into the chaos that existed before...
